There is no doubt that Its will be almost impossible for Govt to appoint a DG ISI without getting a blessings from Raheel but as per constitution PM is the sole authority to appoint DG ISI. Unless I am missing something

What you are missing is that if constitution was to be followed to the dot, most of the current crop of politicians would have been ineligible to contest and wouldnt even sit in the assembly.
