He still has many options or workarounds , he can use socks , his undershirt , his tie , his shirt , his underwear to wipe his behind.
Sometime during the execution of a project you run out or become short on a resource so you beg , buy or borrow other resources.
So sill there is hope for this guy.
Worst case scenario and if he is a miser he can rub his behind on the floor , that might result in some lacerations but that will be punishment for him being so careless or cheap. :)
