Frequently we hear the US government say that they will never negotiate with terrorists (hijackers, kidnappers etc). Be it the case of Nick Berg or Johnson no concessions were ever made to the kidnappers.
Which strategy do you think works better? To make concessions and save lives (that also invite more future kidnappings) or not negotiating and let innocent people be killed?
Publicly negating with terrorists is a dumb and dangerous, it’s set a precedent and invites more kidnappings. I say make concession to save the poor guy and then don't follow through and instead extend the tour.

This policy (if you call it as such) will only work once. Obviously. Zero credibility. Your next kidnapped victims are toast.
^ Lets not divert the discussion. Similar situations came up when guirellas kidnapped Philippine people from within Philippines and made demands to the Philippine government. Similar situations came up in almost all countries. Both external and internal.
The question is whether for a government to negotiate or provide concessions to kidnappers/hijackers is a good option or a bad option.
UTD, I am conservative, that does not mean that I support Bush's policies. Having said that, I am against negotiating for hostages. It only encourages them to do the same. No negotiations, period.

Divert the issue? do you want to solve the root cause of the problem or you just want to cure a temporary symptom of the problem!

What root cause is that? The propensity and proliferation of Muslim countries with murdering dicatators as rulers and the inablity (and inaction) of the ummah to save their people from them?
Blowing up aid agencies and the UN, kidnapping and terrorizing foreign civilian workers, assasinations of government officials and policemen, the destruction of the infrastructure, threats and murder of Iraqis who work toward a democratic future, the outcome of the Spanish elections, and now this event. Keyboard jihadis, rejoice! The clash of civilizations has taken a tilt in your favor if indeed the Filipino government caved into these terrorist demands.
