LAHORE: The WAPDA awarded Rs93 billion contract for the construction of Neelum-Jhelum hydroelectric project to a Chinese contractor to build the river electric generation plant of 969MW capacity.

WAPDA Chairman Shakil Durrani told newsmen after the signing ceremony that the actual cost of the project would be Rs128 billion. It would include compensation to be paid to the families who would be dislocated due to construction of this project.

He said Pakistan is building this facility to augment its power needs.

Moreover, he added this would effectively establish Pakistan’s right on Neelam River as per Indus Water accord signed with India and the World Bank.

He said India has no right to generate electricity from this water and Pakistan’s stance on its Kishan Ganga project is correct.

He said the cost of electricity produced from this project would be Rs1.92 per unit it is extremely low when compared with the contracts of Rs7 per unit signed by WAPDA for recent thermal generation projects. He said the project would be completed in 93 months explaining that three tunnels of over 40km would be built it would consume a lot of time.

He said the government and WAPDA would contribute Rs60 billion for the project while the balance amount would be arranged from banks.

LAHORE: Deficiencies in the power and gas sectors continue with no chances of immediate relief to the consumers. The situation of supply of flour, however, has improved without denting its high rates.

The News conducted a survey and interviewed a number people who expressed their extreme dissatisfaction over the current state of price hike of basic necessities. **Majority of people expressed grave concern over the indifferent attitude of the government institutions and the administration regarding hardships being faced by common people. The gravity of problems could be reduced, if not completely eliminated, through better governance, they asserted. They pointed out that weaknesses of various institutions and bad governance has also intensified the impact of scarcity of basic amenities.

“Institutions lack coordination. The inefficiency of staff, bad planning and corruption and non-coordinated efforts have amplified gas, electricity and flour shortages much above the ground reality.” They said that gas marketing companies should have coordinated with the power sector companies well before the expected shortage and the power sector should have made alternative agreements. In the same way, the export industry should have made alternative arrangements for electricity when it knew that the gas marketing companies guaranteed supplies for nine months in a year.**

A number people observed that district governments should have come forward on their own to mitigate electricity shortage by enforcing marketing closure timings, essential under the labour laws. “It seems that gas marketing companies feel that the consumers will feel obliged even if the pressure improves somewhat and they have started supplies to some industries to maintain low gas supplies to domestic consumers with difference of Rs5.70 per kg. The electricity crisis is widening with each passing day, as the water releases from dam continue to decrease,” citizens lamented. They pointed out that unlike the SNGPL, the WAPDA authorities were reluctant to make public the actual shortage of electricity in the country.

The worried citizens also criticised lopsided load-shedding with villages bearing the full brunt of 6-10 hours power outages while the duration in city varied from two to four hours depending on affluence of the locality. They also mentioned that intensity of illumination on weddings has in fact, increased and maintained that despite WAPDA’s repeated requests regarding use of generators for these illuminations, the WAPDA system was being used for power supply.

“Flour rates are higher due to hoarding. Wheat is available with the private sector in huge quantity. The stocks, however, are in few hands and they manipulate the rates. The government is supplying the wheat it bought in April/May this year at Rs465 per maund (37.32 kg). The private sector is selling the same at Rs680-700 per maund,” viewed people during the survey. The wheat, supplied by the government, costs Rs12.40 per kg while the wheat supplied by hoarders costs Rs18.10 per kg. They also criticised the Punjab administration which failed to trace the two million tonnes wheat hoarded immediately after harvesting and the consumers were paying the price.

In many cases, people pointed out, the millers were hoarders as well and if they were not, they knew the real price of wheat and wanted to manipulate the same.

“They are reluctant to sell 20kg grinded wheat in the form of flour at government suggested rate of Rs285 per 20kg that is equivalent to Rs14.25 per kg.” Poverty-ridden citizens also expressed concern over the increase in prices of onions and other vegetables which have gone unnoticed and consumers were more worried about shortage of gas, electricity and flour.

Frequent power outages disrupt normal life in Pindi

RAWALPINDI: The frequent power outages coupled with chilly weather have disrupted normal life in the city. The residents have condemned the government for failing to provide uninterrupted electricity supply. They said on one hand the government had increased power tariff while on the other it had failed to ensure proper electricity supply to consumers.

The power outage has created numerous problems for people, particularly shortage of water supplied through tube wells.

The city areas, which are badly affected due to power failure, include Mohanpura, Raja Bazaar, Niya Mohallah, Bara Market, Moti Bazaar, Sabzi Mandi, Sarafa Bazaar, Iqbal Road, Kashmiri Bazaar, Narankari Bazaar and its adjoining areas.

The cantonment areas include Peshawar Road, Westridge, Saddar Bazaar – commonly known as the Chotta Bazaar, Haider Road, Bank Road, Baboo Mohallah, Adamjee Road and its adjoining areas.

The residents said that two to three hours daily load shedding was creating many problems for them. Power disruption is also causing difficulties for students preparing for their examinations, they added.

Shopkeepers said that load shedding was affecting their business in the last days before Eidul Azha.

The resident and shopkeepers demanded that the authorities look into the matter and solve the problem on priority basis.

Hameeda Anwar, a housewife, said frequent load shedding had made life miserable, especially for her children due to water shortage.

Traders said the power crisis presented the sorry state of affairs regarding government policies and the federal government lacked a vision to handle the crisis. The government has not bothered to invest in the power generation sector in view of the 10 to 20 percent annual increase in power consumption, they said.

When contacted, IESCO officials said they resorted to load shedding due to gap between demand and supply these days. They said that traders keep their shops open till late night due to which the power consumption had increased. They said due to cold weather, the use of electric heaters in bazaars and at homes had also increased.

Candidates appeal to WAPDA to stop load shedding in Warsak
PESHAWAR: Taimur Khan Gara and Ajmal Khan Afridi, candidates for NA-3 and PF-7 constituencies, respectively, appealed to WAPDA authorities on Wednesday to stop load shedding in Regi, Warsak-I and Warsak-II areas located on the city suburbs.

Addressing a press conference here at the local press club, both the candidates fielded by the Khidmatgar Qaumi Jirga (KQJ) said they would do their utmost to solve public problems and to receive royalty from the government for the Warsak Dam.

Taimur Gara said the KQJ comprised of area residents, who had been affected due to Warsak Dam’s construction. The KQJ was formed in 2001 to press the government for royalty of the dam, they said.

He said the NWFP government was earning around Rs 0.1 billion in royalty from the Warsak Dam but that it had not solved residents’ problems including lack of gas and health and education facilities.

“Our area is producing electricity for the country, but the government has been ignoring the development of the area since a long time,” he added.

He said after winning elections, political leaders used to ignore Warsak residents, which was why the KQJ was formed without any political agenda. He also said they were nominated by the jirga for elections to redress the grievances of locals. staff report

Incompetance of the Mush govt is legendary when it comes of the energy sector...
8 Years of saving Pakistan, and only to increase load shedding...

In Karach iti so bad they were shutting down malls and shopping places early..
So now that the rich can afford generators, the poor have to sweat it out in the Pak summers..

I think they should do oppinion polls in the sweltering Pak summer.. Im betting Mush disapproval will jump to 99 percent.

This has been long delayed by previous governments, and for other reasons, and it's great news that it has now finally been approved. All Pakistani's should applaud this, and wish for it's successful completion.

Spock, what do your articles have to do with the dam itself unless these people are being displaced directly?

I believe the dam is being made because it is a matter of survival. India is building or planning to build a dam on their side. Whoever wins the race gets to keep the whole river.

My articles have to do with the shortage of electricity which is in response to the gaad bless musharraf master of electricity in Pakistan, because these are 'hydel' damns. Also, the posts that I replied to have been deleted.

So now hydel dams are bad? I believe they are much cheaper and environmentally safe unlike the bb's coal dams in the mid nineties that all came to a halt due to $$$$ later on...

This is the second time you are 'presuming things'. Previously you said I was sad because no one remembers Shaukat Aziz and you had no answer when I asked how you came to that conclusion.

I didnt say if hydel dams were good or bad, thats another topic. I was replying to the 'mashallah musharraf has ended load shedding in pakistan' garbage posted. Next time please read stuff carefully.

I don't see anywhere anything said by the thread starter etc that said that load shedding has ended in Pakistan? Maybe you are seeing things I am not?
