Those downloads are probably the reason you have viruses.
If you’ve backed it up, it should probably work. When you reinstall windows and have utorrent reinstalled again, just replace the new folder with the old one and it will load old torrents (i’m not sure if the progress will be saved though, it might have to restart).
^-- yeah if you’re downloaing a file, and it stop downloading because no one is seeding it, then you can update them manually.
in addition to that also backup the partially downloaded folder files, once you put everything back. Then they should start downloading where it stopped.

When you initially decide to upoad a torrent you open up the torrent client and create a torrent file. It would ask you the location of files/folder that you're going to share. You have to also put in the URL for the announce.php file (this is different for diff sites) in the client software.
Then depending on the size of the upload it would take a while and create the .torrent file and you are ready to go. Go to the right site and fill out your torrent info and then it gets listed so other people can see it and start downloading.
