i am from newjersey ..... @Mirch this is not a internet love i have seen him in person one years ago at my bestfriend wedding i went to pakistan , we got to know each other and since then we talk almost everyday on phone.

Since you like this boy and you are absolutely sure that he is going to marry you but he is reluctant to propose for fear of refusal.
You have many options:
1. You need to involve a third party who is closer to you and your parents who can convey your liking to your parents if there is nobody in your mind then
2. If you do not have courage to talk to them , then write a very polite and humble letter to inform them of your liking .

Since they are already looking for rishtas they should be open to any suggession from you too and should give a serious consideration and a chance to this boy. Once they agree you can ask this boy to propose formally . Wedding can be done after he gets his degree and you complete you education.

You can tell them or wait for angels to come down and tell your parents. You need to start somewhere.

Start conversation about hm then get the idea what your parents feel about him and then tell them.
