What kind of licenses would I need to run the school?

First question, you should check what the legal requirements are for where you live at. I know for some place you have to have an ECD certificate, as well as current number of observation hours to open a daycare center. Licenses wise, same thing. You would definitely want to check what your state/country requirements are. And that simply includes doing some googling, or talking to other people in the same field.
If you are planning on teaching Arabic/Islam, than you should hire staff knowledgeable in Arabic/Islam, and perhaps some kind of degree in early childhood education.

if you are going to have pre-school/kindergarten, please make sure your teachers have a state licence, you have proper curriculum that your teachers can use, a proper lunch program. Check with the state with regards to the certification requirements.
