Do you mean customs at the airport or customs at the point of entry of your freight? Because either way you get it there you have the risk of something happening to it at customs…
Your best bet to avoid it is to carry it in your hand luggage (although customs could still select you to be checked on your exit from the airport in your new country)
If you haven’t already- check with the customs website for your new country on things that are prohibited to enter the country through freight/shipping (often they don’t allow powders and liquids)
as for how to pack it- bubble wrap sounds fine but it could get really bulky- you could try those really thin foam packing sheets instead
