Unfortunately the cost of hiring a lawyer or a paralegal will probably be greater than any judgement you receive, which is why cases of this nature are usually argued in Small Claims courts where you can represent yourself and save on lawyer costs.

I agree with this statement. To commence an action and proceed with litigation, you will pay more fees than what you are actually owed.

What I suggest to you is to make a complaint to all the following places:

Do not withhold any information. Tell them every detail you know, including the man’s full name, address, business he is operating with, etc.

Bill C-35 has been passed precisely for this reason, to protect the public from fraudulent immigration consultants. You will be doing the public a service by reporting him.
