I think that Black arm band is to prevent sweating from rolling down to hands,so that the ball will be in a better grip.
All Indian leaders have condemned the incident the public.Mr,Modi has tweeted condemning this incident and has also phoned Mr.Sheriff and expressed his shock and his condemnation.Also, a two minutes silence is observed today in all schools across the country.

Well, at the time when I was writing this thread, the decision of playing was not yet taken by the PCB (or I didn't see the news), so I take my words back.

Dude,this is one incident that shared the common feelings of people of both the nations.All across India condemnations and remonstrations were held.There were condolence announcement in temples,expressing shock and disgust over the incident.Indeed,I believe it was in India ,after Pakistan all the demonstrations at such an extent and large,were held against this carnage.
Sadly this incident had to happen to unite the people of both the nations atleast for a day.
