I need to give legal advice to a friend or atleast thats what I think I should do. She gets restricted calls from a guy who says “wanna make love?” and thats all he says. If she hangs up, he does not call her back or anything of that sort. She gets these calls every few months and I think she should do something about it because if its a joke its not funny. Can she report it? Do cell phone companies know the blocked numbers?
