NICOP is for people who are Pakistani citizens (hold Pakistani passports). POC is for people who are born in US and are US citizens but are still somehow connected to Pakistan through parents/grandparents etc. It could be true for people born in UK, Australia, and Africa etc. but I will speak of US since that's where I live.
Obviously someone who is a Pakistani citizen and holds the Pakistani passport does not need a visa to enter Pakistan. Someone who holds a US passports would need a visa to enter Pakistan. However, POC eliminates the need of visa and POC acts like visa.
I think that's the biggest difference.

all dual nationals can hold NICOP CNIC but not POC only single nationals can hold POC so that they do not have to get PAK visa they just show this card and can pass through immigration in pakistan
and u have to have NICOP for passport renewal

^ Yep cuz US doesn't let you have dual citizenship. You have to give up the green passport in order to get the blue passport. Canada is different. They let you hold 2 citizenships.

Wait, so you mean as a US passport holder, I can have a Pakistani passport too? I thought you can't and you will have to use the POC as your "passport"? Because of course I would pay for the NICOP than for the POC.

My understanding is that US doesn't care if you have a dual citizenship or not. Previously Pakistan government wouldn't allow dual citizenship with US. I believe now they do.
Its a separate discussion though, that in my view a person is better off just keeping a single nationality, instead of dual citizenship.

U.S doesn't care as Faisal said and from what I have heard, Pakistan allows dual Citizenship since 2002. I, for one have both passports. I recently applied for NICOP on Nadra's website and got it in about a month.

^ Ahhh, since 2002. I got my stuff in 2001 and haven't renewed anything yet as nothing has expired yet. I would just keep the US citizenship.

I think that it it should not matter usually, lets use the example of someone who is a uS/Pak dual citizen.
if this person is in yemen and gets stuck and needs help, he can go to US embassy and get help.
The issue really is when this person is in Pakistan and needs assistance or gets in trouble with the law, now that is where him being a dual citizen will work against him because US govts ability to help will be limited because he is also a Pak citizen.
Are there other issues that you are also thinking? would be interested in hearing those.

My understanding is that legal protection any where in the world is compromised if you are a dual citizen. Could be wrong. The person who gave me that info is a citizen of UK (not US) so not sure if it applies all over the world or just in the country of dual citizenship (i.e. Pak). And even if it is just in Pakistan, I think its worth having US consular support there.

everywhere in the world seems a little much but I dont know, so he could be right. did he say that by being a dual citizen stuck in a 3rd country in some mess u will not get support because both embassies will pass you back and forth like a hot potatoe?
