Some pros and cons of this decision. Good in the sense that he can try to assert civilian supremacy over the military, and bad in the sense as it shows that PMLN does not consider any one in their party worthy and capable enough to work in these portfolios.

the issue is that our military does not like it (not used to being told). The result could be similar to 1999. Kya karain khud hi (military walay) lay Kay aayay hain.

Two views:
Hold the sensitive depts. under the PMs belt so as to avoid any finger pointing. He will be the only one to blame if there is a screw up in strategy, policy or communication.
second, he will be under direct foreign guidance and his counterpart in the military will be as well so he wants to ensure alignment.

Yes I agree they have no one who is qualified for those areas as well, however that is inconsequential right now given that Pakistan does not not have a sovereign foreign policy.

True... Defense and foreign affairs are not under civilian controls anyways. Lets see what the last ministers did:

Foreign Minister: Promoted Pakistani fashion sense to foreign countries.
Defense Minister: Appointing friends and family to lucrative jobs kept the minister busy during his tenure.
