Not really. From 2007 - 2010, the TTP were in Waziristan wreaking havoc across Pakistan. Why didn’t Pakistan take any action then?

Its due to US drone activity that we have seen a remarkable drop in terrorist attacks by TTP. It actually reads like an economics graph like when Price goes up, Demand goes down. In this case, Drone strikes went up, and Terrorist attacks in Pakistan went down.

As for US resources, in 2010, US started its surge, and withdrew troops from less populated areas and moved them into more populated areas. US has 130,000 troops in Afghanistan and there is no way they can be in every single inch of Afghanistan.

During the time period you are mentioning Pakistan has carried out operations in Swat, Mohmand, Khyber, Orakzai, Dir, South Waziristan, limited operations in Kurram. What else can you expect from a country/army which is fighting in spite of a failed economy and a civil war situation in Balochistan and Karachi. If ISAF forces having much greater resources at their disposal cannot carry out operations against all taleban, how can they expect Pakistan to do the same?
