Whatever you do, no one should ever apply for a POC! Its some kind of joke almost and your not even considered a Pakistani anymore with that, so make your you always get either CNIC or PICOP but NEVER POC (unless your paki descent living in USA and have no plans of ever going back to Pakistan)

there is no fee for student on legal student visa
yes our online application does not support GRATIS NICOP as u dont have to pay fee for it
it is for all those who cant claim gratis they have to pay by credit card
and for yousaf 1982
POC is only given to those pakistanis who have surrendered their pakistani nationality and acquired other nationality like German Finladn Norway etc whome do not allow dual nationals
all dual nationals can hold NICOP CNIC but not POC only single nationals can hold POC so that they do not have to get PAK visa they just show this card and can pass through immigration in pakistan
and u have to have NICOP for passport renewal
CNIC cant be obtained online it can only be obtained in Pakistan on one of our state of the art Swift Registration Systems
but before sending application form do attach all necessary docs agar samajh na aye to pooch lena mujh se

I’ll mail everything as soon as holidays are over. BTW, lot of people are saying online works faster than mailing via consulate (right now its taking 6 months), is it true? If I mail directly to Islamabad then is it going to cut few months? I’m willing to pay fee if online system works faster.
I see online NADRA is asking for scanned versions of parents ID’s, I can’t get it but I’ve their ID #'s so will NADRA give me the card still?
It will be a blessing if NADRA has an official email address to answer consumer concerns.
FYI
Another thing there is some people who are claiming that they got CNIC via back channel without ever visiting Pakistan, you guys might want to stop that practice as it breaks my heart as I can’t do it.

ur student visa claims GRATIS NICOP and u dont have to pay fee that is 15 $ + 7 $ home delivery fee so why u want to pay fee
yes the online system requires scanned copies of all docs that is for verification purpose and it cant be bypassed
u just mail me the documents with form directly to my name on the address given above in my scrap few months ke jaga men jaldy karwa doon ga insallah in 15 days or so
and plz if u let me know who r these people they must be fraud or other nationalityes who have obtained urdu CNIC yes i agree there are some who got them but that was in the beginning now u cant that i can assure
if u identify me these persons i will assure action will be taken against the culprits as these people hamare mulk ka naam badnaam karte hain i hope u will

I've applied for NICOP via New York Consulate about two months ago. NADRA website says my card is printed. I guess I'll get it soon but who knows how soon.
The problem is my passpot is expiring in a week. Does Pakistani Consulate charges more to renew expired passport?

I don't think you need CNIC if you have NICOP..
I've only had my NICOP made (I was so proud, made me feel all Paki, like I'd just been naturalised :D ).
My ummi doesn't have CNIC (she still has the non-computerised NIC) but she's never had any problems.
