You are putting down the news as if Nandi-pur power plant is brain child of Thug Nawaz and it is he who originated and completed the project for Pakistan. But then, Pakistanis are gone to such low level that they feel agitated when truth are put in front of them, hence it is easy for political thugs of Pakistan to fool the masses..
Fact is that … Nandi-pur project is brain-child gift of Musharraf military government.
The project planning started in 2007 and in January 2008 (Pakistan still under Musharraf), a contract was signed between Pakistan (PEPCO) and Chinese company (Dong Fang Electric Corporation) to construct this power plant at the cost of Rs 23 billion and 10 percent of the amount was paid to Chinese company (in Jan 2008). By March 2010, most of the work on this power plant got completed and as expected, the project was scheduled to get fully complete and working by 2011.
Unfortunately, incompetent government of Zardari, corrupt political system of Pakistan, corrupt ministries of Peo-plao-party, corrupt judiciary, and desire of further kickbacks (by corrupt leaders of Peo-Plao-Party) started playing their role and work on this plant got stopped from March 2010 (though most of the work was almost complete by then).
Due to stoppage of work, Chinese company suffered losses and thus in Sept 2012 terminated the contract, asking Pakistan to compensate them for the losses.
Now, it is here that Thug Nawaz got in and salvaged the matter (possibly after greasing their own purse from huge kickbacks) as in July 2013 they made Chinese company agree to re-start work and complete the project that got completed this year (2014) … with project finishing cost escalating to ~Rs 58 billion
Note: Musharraf’s initial contract with Chinese company was Rs 23 billion and by mid 2010 most work on the project was complete and it was expected that Project would get complete and start working by mid 2011. Hence very little work was remaining … maybe few billion rupees worth of work remaining … but Thug Nawaz commissions and kickbacks was so huge that … few billion (maybe Rs 4 billion to Rs 5 billion of work remaining … and probably Rs 18 to Rs 19 billion already spent) got completed at the cost of Rs 58 billion.
In other words … Rs 4 billion to Rs 5 billion remaining work and commissions plus kickbacks of Thug Nawaz government cost Pakistan around Rs 40 billion. That is … Rs 58 billion (what it costed Pakistan) minus Rs 18 to Rs 19 billion (what Pakistan already spent on the project by mid 2010) … or commission and kickbacks of around Rs 35 billion for Thug Nawaz and company.
I am not saying that commission and kickbacks must be Rs 35 billion, as delay and devaluation of rupees may have increased the cost … but still I believe a huge kick-backs must be involved, as I am pretty sure Rs 4 to Rs 5 billion work remaining that was suppose to get completed between 2010 and 2011 … could not have increased to Rs 40 billion if same work got completed between 2013 and 2014… just because of devaluation and delays.
