Allah Almighty has blessed Pakistan with precious mineral and natural resources which are innumerable. Although Pakistanis posses multidimensional capabilities in all sectors of life, but, unfortunately, Pakistan has not been able to stand among the ranks of developed nations, despite passage of 65 years. There are multifarious reasons for this sad reality, which include scourge of corruption, ineptitude and mal-administration. Pakistan is facing today many serious challenges, including energy crisis.

Without meeting energy needs of the country, the dream of progress and prosperity can never be realized as energy and progress are totally interlinked. Only energy will enable progress to take roots and economy to prosper, in order to meeting the needs of the poor man. Energy needs are directly and indirectly linked with all sectors of life. Since last year, when Muhammad Nawaz Sharif became Prime Minister of Pakistan and Muhammad Shahbaz Sharif assumed the charge of Chief Minister Punjab, they have been making all out efforts to end the energy crisis.

There is no doubt that energy is the basic need for national progress and prosperity. After Terbella and Mangla, no significant dam has been built for water storage. The present government began its energy related efforts immediately after coming into power and made solution of energy crisis as its top priority. All out efforts are being made to generate electricity through thermal power, hydel power and solar projects in order to eliminate darkness from the country, which will put the country on the road towards progress and prosperity. Twelve-Kilo meters away from Gujranwala, while going to Sialkot, the road passes through Upper Chenab Canal at the location of Nandipur, while on the both sides of the bridge, at Upper Chenab, towering buildings and other construction work is continuing expeditiously. This is Nandipur Power Project which is laudable epic of human courage and undefeatable determination.

During the previous government, this most important project was placed at the back burner, while the whole nation was suffering from severe energy crisis. For three years machinery of Nandipur Power Project remained rusting at Karachi Port due to ineptitude of previous rulers. Nandipur Power Project, which was to begin from 2007 and completed in 2011, remained limited only to official files. Due to the blessings of Allah Almighty, and under the leadership of Prime Minister Muhammad Nawaz Sharif, Khadim-e-Aala Punjab made the determination to end the energy crisis and work day and night to complete 425 mega watt Nandi Power Project. The required machinery for Nandipur Power Project reached at Nandipur from Karachi Port without any delay, due to courage and determination of Muhammad Shahbaz Sharif, aimed at defeating the darkness from the country.

The world knows full well that had the government of Pakistan Muslim League-N not taken immediate courageous decision to end energy crisis, the whole nation would have been enveloped in darkness of load-shedding and despondency. Now the fruits of sincere efforts made during the last 11-months are coming forth, reflecting true passion to serve the nation, determination, hard work and honesty.

If 425 mega watts Nandi Power Project can be completed in a short period of 7 months, then darkness can definitely be defeated. The historic friend of Pakistan, China, stepped forward to express its abiding friendship, while renowned Chinese company Dong Fong Electric Company, along with dedicated team of NESPAK and other officers, accomplished this great task with courage, determination and transparency. The whole nation deserves congratulation that hundred mega watt turbine has now started operating at Nandipur Power Project, within a short period of seven months. In addition to it, electricity would also be generated from Quaid-e-Azam Solar Power Project Bahawalpur, Sahiwal Coal Project and Rouyi Masood Textile Power Project at Faisalabad, which will help a great deal in elimination of load-shedding from the country.

Another Turbine at Nandipur Power Project would also start operating, after passage of two months, while 625 mega watt electricity would be generated in December 2014 at Nandipur Power Project, which is run on Furnas Oil and another hundred mega watt can also be added in the capacity of the plant by running it on gas. This project would help in reducing load-shedding up to 10 percent in the country. Thus, this combined cycle power project would work in its full capacity after passage of seven years since 2007. It may be mentioned that the nation had to suffer loss of billions of rupees due to three years delay in the completion of Nandipur Power Project. But over 850 Chinese and Pakistani workers have proved beyond doubt that courage, determination and sincerity of leadership, Nandipur Power Project can be accomplished within a short period of just seven months.

Chief Minister Punjab Muhammad Shahbaz Sharif worked day and night to ensure completion of Nandipur Power Project by persuading the Chinese experts to revive it without any delay. As a result of the efforts by the government, now this project has started generating electricity by adding 100 mega watts to the national grid. Before completion of even one year of Pakistan Muslim League-N’s government, the process of accomplishing that great mission of elimination of energy crisis has commenced, which was promised by the leadership of Pakistan Muslim-N. It goes without saying that Nandipur Power Project would always be remembered as an unforgettable epic of human determination, courage, sincerity and committed leadership to ensure progress and prosperity of the nation.

What makes Nandipur different to IPPs if it would be run on Furnace oil? The country is already facing gas shortage, therefore the 100 MW with provision of gas also seems far fetched.

I hope these chinese funded coal plants are investigated by the PAC, and fully scrutinized, But then again, the very reason these projects are rushed through by the Sharifs is in order to avoid scrutiny. What they have refused to divulge to the public is that the investors of these coal plants (supposedly chinese) will be paid a 24% return on their dollar investment if they use imported coal, and 30% if they use thar coal. Thar coal is a long shot for now, so it will be imported coal for now, which will net the investors a guaranteed 24% based on operational capacity, not based on generation.

And to think that PMLN took PPP to court over the 15% that they committed to the IPPs back in 1995.

What is likely to happen is that black money will make its way out of Pakistan through hawala, and then make its way back into Pakistan, disguised as ‘foreign investment’. Where else will they get a guaranteed 24%.

And at that point, a Rs.500 billion circular debt will feel like a blessing.

You are putting down the news as if Nandi-pur power plant is brain child of Thug Nawaz and it is he who originated and completed the project for Pakistan. But then, Pakistanis are gone to such low level that they feel agitated when truth are put in front of them, hence it is easy for political thugs of Pakistan to fool the masses..

Fact is that ... Nandi-pur project is brain-child gift of Musharraf military government.

The project planning started in 2007 and in January 2008 (Pakistan still under Musharraf), a contract was signed between Pakistan (PEPCO) and Chinese company (Dong Fang Electric Corporation) to construct this power plant at the cost of Rs 23 billion and 10 percent of the amount was paid to Chinese company (in Jan 2008). By March 2010, most of the work on this power plant got completed and as expected, the project was scheduled to get fully complete and working by 2011.

Unfortunately, incompetent government of Zardari, corrupt political system of Pakistan, corrupt ministries of Peo-plao-party, corrupt judiciary, and desire of further kickbacks (by corrupt leaders of Peo-Plao-Party) started playing their role and work on this plant got stopped from March 2010 (though most of the work was almost complete by then).

Due to stoppage of work, Chinese company suffered losses and thus in Sept 2012 terminated the contract, asking Pakistan to compensate them for the losses.

Now, it is here that Thug Nawaz got in and salvaged the matter (possibly after greasing their own purse from huge kickbacks) as in July 2013 they made Chinese company agree to re-start work and complete the project that got completed this year (2014) ... with project finishing cost escalating to ~Rs 58 billion

Note: Musharraf's initial contract with Chinese company was Rs 23 billion and by mid 2010 most work on the project was complete and it was expected that Project would get complete and start working by mid 2011. Hence very little work was remaining ... maybe few billion rupees worth of work remaining ... but Thug Nawaz commissions and kickbacks was so huge that ... few billion (maybe Rs 4 billion to Rs 5 billion of work remaining ... and probably Rs 18 to Rs 19 billion already spent) got completed at the cost of Rs 58 billion.

In other words ... Rs 4 billion to Rs 5 billion remaining work and commissions plus kickbacks of Thug Nawaz government cost Pakistan around Rs 40 billion. That is ... Rs 58 billion (what it costed Pakistan) minus Rs 18 to Rs 19 billion (what Pakistan already spent on the project by mid 2010) ... or commission and kickbacks of around Rs 35 billion for Thug Nawaz and company.

I am not saying that commission and kickbacks must be Rs 35 billion, as delay and devaluation of rupees may have increased the cost ... but still I believe a huge kick-backs must be involved, as I am pretty sure Rs 4 to Rs 5 billion work remaining that was suppose to get completed between 2010 and 2011 ... could not have increased to Rs 40 billion if same work got completed between 2013 and 2014... just because of devaluation and delays.

In February of this year, a new PEPCO power plant was due to become operational at Nandipur which would have supplied 450 MW of much-needed electricity to industry, agriculture and households. Unfortunately, inaction by the federal government has delayed its completion by more than two years.

In January 2008, Pepco signed a $329 million contract with Dong Fang Electric of China and paid it a 10 per cent down payment. The ministry of finance issued a sovereign guarantee for this project, on the basis of which Dong Fang put together a consortium of lenders who established a Letter of Credit for the import of the equipment. By mid-2010 much of the work at this plant was complete, the turbines were in place and it looked like the project would be finished on schedule in early 2011. This activity took place in anticipation of the ministry of law and justice approving the financial agreements and the sovereign guarantee issued by the Ministry of Finance — a routine process in such projects, normally taken as a matter of course.

Bizarrely, this was not the case here. Instead, the ministry chose to sit on the matter for over a year, despite the urgency of Pakistan’s power requirements. As a result, the lenders stopped their funding, the equipment was not cleared at the port, and the project came to a grinding halt. The remaining equipment, which consists of more than 4,500 packages of plant and machinery have since been lying in the open at Karachi port for over a year, at a demurrage cost of Rs700 million. These packages are a standing testament to inefficiency, negligence and corruption.

In the same year, a second, identical, 450MW power plant had been agreed for Chichon kee Mallian, with the same contractor, Dong Fang, and the same consortium of lenders for a contract price of $352 million (approx Rs31 billion). Here also, Pepco made a 10 per cent down payment, and the project was scheduled to be completed in February 2012. However, after the incomprehensible behaviour of the law ministry in the Nandipur project, the financing consortium refused to establish the letter of credit until all outstanding clearances were issued. As a result, the project has also been delayed by at least two years. Resuming both the projects today at current prices and exchange rates, settling claims by the contractor as well as additional financial charges, will entail an additional cost of about $200 million (approx Rs18 billion), aside from the two year delay, lost earnings through lost exports, and jobs that the higher power output would have created in the nation’s economy.

The real tragedy, though, is the delay in the nation being able to use the additional 900 MW — almost one fifth of Pakistan’s present shortage — that these two plants would have generated (bearing in mind that the economy is losing approximately 2.5 per cent of GDP on account of lack of power).

After the repeated requests of the Punjab government (although this was a project that would have benefited not just Punjab but the whole country), the prime minister has finally instructed the law ministry to approve the financial arrangements and the sovereign guarantee issued by his own ministry of finance. The ECC has had to waive the customs duties and demurrage for the equipment lying at the port, and it is hoped that these two projects undertaken by the federal government may now resume.

Above all, the ongoing damage to our economy means the loss of jobs to thousands of people, and countless hours of unnecessary, avoidable and painful load-shedding for millions of households over the next few years. As for the law ministry, it might hide its bureaucratic inefficiency over some weak pretext — after all corruption always shelters behind weak excuses. But which of the ministry’s spokespersons can justify this criminal delay in a matter so vital to the well-being of our economy!

The people must rid our country once and for all of parasites; the people must seize these looters by the collar and demand answers in the name of the generations whose futures have been so deceitfully squandered by the scavengers of Pakistan. By the pen or by the long hard road, we will save this country.
