For Sunnat of Dzuhur yes they are mua’akkadah … but the reason why the nuwafil should not be read all the time like a normal sunnat is to distinguish them from the sunnat … I believe there are subtle differences within the sub-hanafis (Barelvis and Deobandis) regarding the nawafil.
