NADRA Cunning Officer........ ?

I applied for NICOP(National Identity Card for Overseas Pakistanis) via web on www.nadra.gov.pk (this facility no longer exists), for my new born baby boy , from abroad.

Unfortunately my Cridit card was charged(PKRS.2250+2250) two times for a single form.

I requested for Refund of the additional amount.
They told that we will refund this amount to you after deduction of Taxes , I told ok.

The Transaction I had made was in Feburary 2009.
In April they Emailed me to send Authority letter(Authorizing Some one in Pakistan to collect the amount or give his/her bank acount No. in Pakistan so to arrange for criditing the amount to his/her account) , they told that they cannot refund the amount to your Cridit Card.

I provided the required letter and information.

After 1 and Half Month(in July 2009 now) they are saying that I have not sent the Authority Letter so that we can Proceed for the Refund.

I checked my Sent Mail and Found that I have Already sent the same , however forwarded the same Email to Them.

More than One Month have passed they are Nor acknowledging My Email nor they have processed for Refund.

I am Posting this Not Because it is a big amount to get the Refund , But this all HAPPENINGS ARE VERY VERY IRRITATING.

Especially when I had 1 US Dollar Cridit on My Cridit Card , I was astonished having that cridit on My Cridit Card Bill.

But when I saw the Details , I came to Know that it was from www.moneybookers.com , as i had made one acount with them for which they had deducted 1 US dollar , but later on I did not used that account , so they returned that one Dollar to my account.

On other hand Our Govornment Department and a MOST KNOWN department Features.

  1. Two Times Deduction for Single Form
  2. No refund Criditing Facility.
  3. Taxes Deduction (Like Penalty to the User)
  4. Plus this Cunning account officer.

^i didnt have any luck with them, i hope you do. I eventually made one when i was in pakistan.

I don't know about the Credit Card laws and policies in the UAE but here in the U.S, we can easily get an unauthorized charge removed. I have had to that a few times.

I am Using Royal Bank of ScotLand Cridit Card , and for verification I called them after using for the underquestion transaction.

They confirmed for Double charge and I asked them , wether i can revert my additional transaction , they told, no, and added that It is now soly with the benificier(NADRA) , If they will revert it to you , they can.

Actually , NADRA (National Database and Registration Authority) , it is our National body for Registration.

I think they should have all facilities and options with them , so to keep the MORAL of their Department.

Something like that happened to a friend of mine too and hey, its time to change you credit card......C/C details sells quite well in Pakistan :(

that's strange coz once this company charged me on my credit card once by my authorization n next time without my authorization n then they refused to return my money. i contacted my visa card company n filed a dispute n i did get my money back. my visa company said without my authorization no one can charge me.

I think u should have spoken to the manager or the manager of the manager or even higher if need be. All credit cards have some kind of fraud protection.

You are correct , Mostly when I am doing online transactions , the credit card Bank will call me for Authorization.

and also it was possible for the Cridit Card Bank , not to process the redundant transaction , but the operator did not do this.

As for as I remember two or three times i have declined also in other transactions , and those transactions were not charged to my Cridit Card.

Actually the amount of this Transaction is not that much big , But , What irritates me is the NADRA office accounts people , that they first asked me to request for refund , but when I did this, they are EVEN NOT ACKNOWLEDGING MY REQUEST.

Although I am 100% Sure , they are receiving my request.

engshami if u hav been to pak n see how things work there its nothing as compared. everyone is corrupt n thinks other's money is theirs. Nadra is also part of the same system so how could it b different? just fight for urself. doesn't matter how small the amount, its still ur money. siimply involve ur credit card company n tell them if they can't help u u'll b forced to switch to some other company.

Corruption is no peak in Pakistan you are right , see the people who should keep their eyes on Corrupt people are the MOST CORRUPT (Our National Accountability Bearue is an example)

I understand your frustration as it happened to us back in March this year. We submitted our sons' NICOP online application back in march. The money was debited to our credit card after two weeks of that. I waited until end of april and then started checking our account online. I was shocked that the online tracking system was not working with out any warning. I called Islamabad office (l live in london). I have been given the a different number by NADRA Islamabad office to call . When I tried That number I found it was temporary out of order. Called NADRA Islamabad again. This time another agent took my call and gave me his Mobile to call later!!

Now I was seriously worried and found the number for the head office Islamabad and call them . I eventually got through to some higher ranked officer and I told him all about this. Believe or not he also gave me his private number to call. During this time by calling pak from UK , my phone bill mounted into £100s.

I called my credit card company and told them all about this. i backed it up with records of my phone calls in London NADRA as well as Pak NADRA. After two weeks I got my all money back from the credit card co. The ataff in London office is as bad as the Pak staff! I still have not heard from NADRA officail to what happened to my son's NICOP!!!!

I have not been to my beautiful country since 8 years now and miss it so much. I hope our corrupt politicians make a firm stand against its corrupt officers.

Sorry if some one finds this old thread reemergence odd , But , I just want to add one thing unexpected.
yesterday my freind in Pakistan Emailed me , that He have received a cheque from NADRA office in Islam abad as a refund to my extra transaction as have mentioned in the post.
Albiet the money is not that big , but , happy to know “Pakistan mey Deir hey aandheer nahee”

I have had ridiculous dealings with the local passport office in Toronto regarding the NICOP card.

They told me that they had no record of ever having received the form and payment which was made with a money order. Since my documents were in a storage facility I wasn't able, at the time, to produce receipts and evidence. They continued to deny having issued my Pakistani passport and sent me instructions (which would ultimately have me chasing nothing but my own tail) on how to report it as lost.

Now that I have found all those receipts I am going to pursue it and if need be I will involve more than just their office.

Let's see what happens.....
