ISLAMABAD, Aug 9: The National Accountability Bureau in a report it submitted to the Supreme Court on Thursday held eight sitting ministers or their party colleagues responsible for sugar hoarding which, coupled with the government’s soft policy initiative, created a sugar crisis and price hike over the past three years.

Middlemen, sugar industry’s corrupt practices, tax evasion and the food minister’s action of inducing farmers to demand higher sugarcane prices were also mentioned as reasons for the continuing sugar crisis. The report says these players and factors take advantage of lower sugarcane production in the country which, coupled with higher international prices, played havoc with the common man’s budget by increasing the commodity’s price from Rs21 per kilogramme in February 2005 to Rs45 by the end of January 2006.

Submitted by NAB’s prosecutor general Dr Danish, the report on sugar situation said even the government’s policy of allowing duty-free sugar imports benefited the aforementioned players.

A bench of the Supreme Court comprising Chief Justice Iftikhar Mohammad Chaudhry and Justice M. Javed Buttar had ordered the NAB to submit its report about its incomplete inquiry into the sugar scam.

PPP Senator Enver Baig, who had requested the court to summon the report, alleged that the NAB within two days of its probe was ordered by the prime minister to abandon the exercise. He claimed that those involved in the scam pocketed Rs36 billion.

The NAB report said: “The sugar industry in Pakistan is predominantly owned by politicians. Some of them despite being in the government have acted contrary to the business laws/ethics and held sugar stocks that tantamount to hoarding.”

The report specifically mentioned the names of Jehangir Tareen, Humayun Akhtar, a brother and a cousin of Humayun Akhtar, Chaudhry Shujaat Hussain and Anwer Cheema of the ruling PML, Mian Azhar, Erra chief Mian Altaf Saleem and Nasrullah Dareshak and said their 12 mills were responsible for almost 70 per cent of the 317,000 tons hoarded sugar.

Nawaz Sharif, his brother Shahbaz Sharif, Asif Ali Zardari and Sikandar Khan have also been accused of hoarding about 100,000 tons of sugar.

As the NAB reached this conclusion, it was forced to wind up the investigation. The NAB said it had to issue a press release about winding up the probe when these players created an impression that the investigation was further escalating the sugar price. The NAB is currently headed by Naveed Ahsan, who earlier served as finance secretary and the secretary-general, finance, with Prime Minister Shaukat Aziz.

Mainly based on inputs provided by Asif Zaman Ansari, chairman of the Trading Corporation of Pakistan, and economic adviser of finance ministry Dr Ashfaq Hassan, the NAB report said: “The crisis surged during the current year due to gradual decline in sugarcane growth because of declining interest of farmers.”

Farmers had been demanding prices of Rs70 to 75 per 40kg of sugarcane against Rs55-60 prescribed by provincial governments.

Reportedly, the federal minister for food, agriculture and livestock also induced farmers to demand higher prices.

guess they collected a lot of evidence in a couple of weeks.
interestigly enough much of it still points towards the sharif biradran.
so now we cant say that there s govt bias there..can we? i mean since supreme court is directing it ;)

Well, they have been working on this since 2004. Why didn't they made this public earlier? Also, this: “The sugar industry in Pakistan is predominantly owned by politicians. PS: so if NAB was working until just recently and then restarted again then all the people complaining that NAB was not doing its job were wrong, because it was..right :slight_smile: but good to see that Shaukat Aziz is generally viewed positively by NAB people as the article stated

I don’t think Mush is bothered about NAB anymore…it’s like an orphaned child. It’s only a tool to be used for political means, like in BB’s case. Rest of the time it is looked after by PM.

Plus I don’t think military intruded much into the economic policy formulation/mechanics beyond their interests. So sugar scams and capital market scams r shaukat’s specialty becuz if the issues in both of these r investigated, it’ll be shaukat whose antics will be uncovered, not Mush. [AKD/Arif Habib r PM’s pals]

Just becuz Nawaz is involved in a scam does not mean Shauky will abandon his old friends. Facts on ground:

The govt. stopped NAB from conducting an inquiry into the sugar scam. Yes or No?

the initial inquiry point fingers to sitting cabinet ministers..Yes or No?

The previous NAB chairman resigned in disgust..Yes or No?

If Shauky explains even one of the above actions, I'd give him benefit of the doubt. I would be surprised if he did.

I dont even have to mention the stock market scam here. in absolute terms, this govt. is more corrupt than previous govt's.

And please don't mention the swiss courts drama. If Mush is willing to make a deal with the mother of all corrupts, then what does it say about him? The govt. has already started delaying the swiss cases by not providing evidence and seeking long adjourments. It's ridiculous to think that the swiss cases r not politically motivated.

As for NAB. What does it have to show for itself? Name one kaarnaama, other than Sherpao's and Saleh Hayat's and Sher Afgan's???

When NAB actually tried to investigate some big fish, the chairman was thrown out. Not surprised though, as thats the fate of FPSC's chairman. KSE's chairman. Chief Justice (FAILED attempt though)

I dont give two hoots what people say. Arbab Ghulam said a lot of things about CJP. So did Pervaiz Elahi. Not to forget Sheeda. And obviously, our very own, I will cry me a river if CJP won Presidente. Well, what happened? Egg on the freaking face, I say. Egg on the freaking face.

Fact is the same allegations were taken to the supreme court and were thrown out along with the knight in shining armor, his toadies and the damned doctrine of necessity. And that is that. Some people have accepted that while others still harbor dreams of a CJ-COAS patch up.

I am not in the business of popping veins. Veins pop when Justice Rmaday kicks the reference out. Veins pop when SC starts freeing political prisoners. Veins pop when Condi calls. And veins also pop when, with a red face, the knight in shining armor has to drag himself to Kabul becuz the C-in-C of a bigger army tells him to.

Be specific. We have a 60 years judicial history.

the plan was to reward those judges..Irshad sahib became Chief Election commissioner and Justice Iftikhar became the CJP. uskay baad kya hua woh aik alehda daastan hai.

Moreover, If u think about it...if Justice Chaudhay has helped steer the judiciary into a new direction, closing the door on all future military dictatorships..then is he not the best thing to happen to Pakistan?

NAB was rendered useless soon after Musharraf brought his friends into cabinet/government, probably NAB is gaining life now.

So basically countless punjabi chaudries (and one sindhi-baloch zardari) tried to scam the whole nation. What else is new?
