I feel that it is not completely comparable. At least for major cities in the country the proportion to be better . I feel that cities like Karachi , lahore , Peshaware having less seats while Multan , Gujranwala Bhawalpur having more seats.

I think, Pakistan should have fool-proof voting system, free from rigging and bogus votes. Rigging, bogus votes, intimidation, not allowing women to vote, and block voting ... should be made criminal offence with minimum 5 years and maximum 10 years imprisonment plus barring candidates who promote such practices from taking part in election for life.
Once that gets sorted out, Pakistan should go for proportional representation and Presidential form of government ... and then all would get sorted out itself.

I just make some digging into stats and found that Karachi should have atleast 48 seats while lahore 22 .

Well, if population of Pakistan is around 200 million, population of Karachi is around 20 million, and population of Sindh is 50 million, than Karachi should get 10 percent (~ 38) NA seats and 40 percent (~ 66) PA seats.
As far as I know, if population of Pakistan gets to 200 million, population of Karachi would be 25 to 30 million (12.5 to 15 percent of Pakistani population). And that means, seats I mentioned, considering population of Karachi 10 percent of Pakistan population. is much less than it should be.
Presently, I believe Karachi has around 6 percent of NA seats (almost half what it should be) and slightly over 20 percent of PA seats.
