PMLN is known for rigging elections against popular opposition - be it once upon a time massively in fashion PPP or PTI of 2013 - because they know that party never had and will never have any genuinely ideological and passionate people’s support. Their only claim to power is through abuse of the system and state institutions, and through buying and burying people.
There are awful lot of seemingly ‘educated’ people in Punjab who vote and support PMLN and they are mainly the types who benefit from their institutionalised corruption, nepotism, hefty bribe paying culture, death of merit and preferential treatment. They benefit from having some kind of network and connection with ‘higher ups’. If you introduce a system of merit and depoliticized civil services and state departments - all these connections and networks go out of the window. Why would those people want a proper system when all their job can be done by calling this or that person who is associated with this or that powerful individual?
