Bhutto DID NOT start 2% quota for Sindh Urban.
It was
Nawwab Zadah Liaqat Ali Khan who fixed 2% for Sindh Urban, and 15% for USPs still in India. Thus making 17% of Federal jobs for USP only.
Bhutto was a bad bad man for Pak, but 2% Quota was not started by him.
