Alright first things first, when you open the screen, do you move the mouse around or hit any random keys to wake it? Sometimes it needs to sense a movement to come out of hybernation. Hitting a key would do the trick.
Secondly, please be specific of the command it executes, so it's easier to pinpoint a possible problem, and then i'm sure one of the members can help ya out. (Make a screenshot and upload it on here if you can)
When did you notice this problem? If you can remember it started to happen recently after you might have installed a software, try doing a system restore to undo the changes made to system.
ok so i checked and when i switch off/switch on ,when the windows is just supposed to tell me "Windows is saving ur settings "etc.it shows other things aswell like while starting it says"playing sound"
"executing C"\ Windows\system32\winnotify.dll..."
and same goes for when i switch off
for the file execution message, try the following:
Click Start, and then click Run.
In the Open box, type gpedit.msc, and then click OK.
Expand Computer Configuration, expand Administrative Templates and click System.
In the right pane double-click Verbose vs normal status messages.
Click ‘DISABLED’ and then click OK.

There are a few solutions for the sleep/wake issue as well, depending on which Operating System you have.
Firstly, you can disable Hibernate mode when closing the lid.
How to Stop Laptop/Notebook Goes To Sleep or Hibernation when Closing Lid in Windows Vista
Log on to your computer as an administrator. Click on Start, go to Control Panel → System and Maintenance → Power Options.
Click on Change plan settings for the currently active plan.
Click on Change advanced power settings link.
In the “Power Options” dialog box’s “Advanced Settings” tab for the active power plan, expand Power buttons and lid.
Expand Lid close action.
Change the value to Do nothing for “Lid close action” by selecting a new option from drop down menufor both On battery and Plugged in.
Based on own preference, it’s possible to set other action from the menu too. Available for selection is Do nothing, Sleep, Hibernate and Shutdown.
Click OK button.
How to Disable Notebook Computer to Stand By or Hibernate on Closing Lid in Windows XP
Log on to your computer as an administrator. Click Start, and then click Control Panel.
Click Performance and Maintenance.
Click Power Options.
Click Advanced tab.
Under “Power buttons” section, select Do nothing from drop down menu for When I close the lid on my portable computer option.
Again, any other settings such as Stand by and Hibernate can be set based on own preference.
Second solution maybe to go to your screen saver settings (i forgot how to get that for XP) but for Vista, you right-click anywhere on desktop, click Personalize.
Then click Screen Saver
Click Change Power Settings
On the left hand side column, click Choose when to turn off the display.
Now you will be able to select how long after inactivity your computer display should turn off, and now soon your computer should go to sleep.
This option might allow you to wake the PC quicker w/out having to reboot.
clean install windows, you didn’t do that the last time… seems like problem with some corrupted files. make backup of all your files, then do a “clean” install.
To install it fresh it's easy. I'll walk you though it.
Just back up any important data you have on the pc now, like documents/files, etc.
Because this time when you reinstall windows you will format the harddrive and you will lose everything, but you'll have a fresh copy of windows installed with no issues (inshaAllah).
Questions:
Do you have the original Windows OS CD/DVD?
Did it come preinstalled on your laptop, if so, do you also have the CD/DVD with applications and drivers for your laptop?
