undergarments are important, and ppl in pak usually wear lighter colours anyways, forget the beach, when there is rain and ppl are caught in it, its like a wet tshirt contest..or err wet shalwar contest all of a sudden..its like buy a damn boxer dude...heat is an excuse, u think ppl in arizona and nevada are freeballing in public?

Actually underwear is not in the culture. Under Shalwar no body is wearing anything. i assumed also in India, Bangladesh and Afghanistan is the same. But it is not the reason of embarrassment because the kamez itself is very long.

Forget the rain, even when it is super hot, people are sweating themselves from top to bottom.. but it will kill them to wear darker colours or something underneath.. and my experience was seeing WOMEN like this

I think boxer shorts are a western invention, but I do think the general male population of pakistan should adopt them.
However, look at the structure of a normal man's shalwar - it is usually VERY WIDE and when worn the material is GATHERED in pleats in strategic locations, therefore covering the offending area and certainly does NOT define the shape. This is further covered by the kameez for extra modesty.
SK's are not designed to be worn in wet conditions, however, in dry conditions, the SK is a suitable garment to be worn WITHOUT underpants for men bcos its loose, modest and comfortable.
Having said that, I still think underpants should be worn at all times. But I'm not a man, and I don't live in Pakistan either, so I guess the locals decide what's best for them, not you or I.

Yes i disagree with you, that wearing underwear under shalwar kameez would save you embarassment. The case mentioned above is i thing intentional because this man pull his kameez up. Do you have any case of embarrassment, which is unintentional.

-In windy or acrobat requiring circumstances the man wearing S.K has his lower shalwaar portion lifted...- This is unintentional.....
-In circumsatnces when the S.K material is thin or more-see-thru, and say if it rains or the man drops some liquid on himself...or has to go in water for some reason...---This is unintentional
-say the man gets in a situation where he is surrounded by beautiful people-and something happenes down below - This is unintentional (kind of)
So i belive in the light of the above common life scenarios, wearing under-wear as compared to not wearing it with S.K will save you much potential embarassment- All scenarios above are unintentional
