You are absolutely right. Anyhow, law to get permission from first wife before second marriage is enforcement of something Allah mentioned in Quran. So one can say that this law not only saves many ‘divorces’ (as wife has every right to get Khula because of second marriage, as she can site injustice to her), but also saves husband and wives from Hell fire … as it is possible that no khula happens, then husband would be doing injustice and go to hell for that, while wife (probably both wives) suffering injustices could start complaining (or backbiting) instead of coming out of marriage (Khula) what Allah allowed, thus ending up in hell too.

Anyhow, for those who can think, we should know that in Quran, even though Allah allowed four marriages, especially under certain circumstances, Allah recommends one marriage in Quran.
That recommendation of one marriage is also due to inability of a person giving justice to wives. So, it is logical that from an act if first wife can get injustice, law (by state) should be made, that can be justified by words of Quran, such that husband intending to take second wife, should involve first wife (as she would suffer injustice from the act) and thus should take her permission for second marriage.
Above law should be on top of first wife’s right to take Khula because husband took second wife, citing injustice to her that cannot be questioned, as even Allah says in Quran that injustice would happen.
Here is ayah: 4:3 (Surah Nisa … Ayah 3):

Yusuf Ali: *If ye fear that ye shall not be able to deal justly with the orphans, Marry women of your choice, Two or three or four; but if ye fear that ye shall not be able to deal justly (with them),then only one, or (a captive) that your right hands possess, that will be more suitable, to prevent you from doing injustice.

Shakir: *And if you fear that you cannot act equitably towards orphans, then marry such women as seem good to you, two and three and four; but if you fear that you will not do justice (between them), then (marry) only one or what your right hands possess; this is more proper, that you may not deviate from the right course
From above ayahs, it is clear that ayah allowing more than one wife is related to orphans … or one can say, especial circumstances, but again … in same ayah, Allah says that what is **more proper … more suitable … is to marry one.

Thus, for those who believe on ‘words of Allah in Quran’, **to marry more than one is not suitable nor it is proper (as it could make them deviate from right course). **So, knowing that Allah is saying that marrying more than one is neither suitable nor proper for husband, how someone would ignore words of Allah and marry more?
True, Allah has also said that if you think you can give justice to all wives, than only marry more. Since, there is no way to work out if a person would be able to do justice or not, if state has introduced a law that second marriage can be allowed only if first wife who is likely to receive injustice, at least she should be involved in marriage, and give permission for second marriage. So, what is wrong there … and where you find that the law is against Quran?
