lt’s make one point very clear…Islamically, INDIVIDUALS have NO right to mete out Islamic punishments. **it’s ALWAYS the duty and right of the Islamic State. This is why we must strive to establish an Islamic where Muslims can practice their religion freely…but again, this establishment of deen must come about thru Islamically legal means and defo NOT thru individual violent jihaad.

I agree with your daar-ul-harb point… but then it does lead to many other questions like whether to accept the banning of the headscarf in France etc., but yeah that’s a different topic.
