Brother … Not true what you said … beliefs is not mamlaat and could never be considered treason in Islam or Islamic state. Each individual is going through test of his own beliefs and would be answerable to Allah of his own beliefs after death. One can preach whatever one wants to, and others have right to accept or reject the preaching without fear or pressure. Truth always prevails and only those whose beliefs are false and shaky get scared from freedom of preaching beliefs.

Mamlaat is state duty because state is guarantor of peoples’ rights and protector of peoples’ life and property, and mamlaat always deal with these things.

As for calling ‘Ya Rasul-Allah’ all know that no Muslim addresses anyone by that phrase except they addresses Prophet (SAW). Calling ‘Ya Rasul-Allah’ is Islamic and a person cannot be Muslim if that person does not say ‘Ya Rasul-Allah’ (same as Oh Rasul-Allah) … because it is part of salaat to say ‘Ya-Rasul-Allah’. A Muslim say that every time a Muslim do Salat and read At-taheeyat … where when he says … As-salaamu alaika Ayeoha an nabio … it means … Aye Nabi tum per Salaam ho (Peace be on you ya-prophet).
