I have noticed that quiet often lately.
A few make the excuse of being on call or duty ... though I still don't like it. :-(
I always turn off my mobile before getting in the mosque…
Some people, I can’t understand how they can forget to tirn it off.. And its always these people, who get a call right in the middle of prayers

Yes it should be stopped. Perhaps post some signs at the doors to turn off pagers & cell phones.
