The difference here is that you can punish all the criminals in this case. Its understandable for a police officer to only catch and fine one driver for speeding, even though 50 other cars were also speeding alongside him, but that is because those cars could not be caught by one police officer. In the case of Musharraf, all his aiders and abettors are within reach. Ch. Shujaat has even offered himself for a trial for the same charges as Musharraf. But the govt is unwilling to do so, for obvious reasons. Selective or incomplete justice is as bad as injustice.
