US reimbursements to Pakistan allow for no ‘slush funds’
** 10-step multi-tiered system put in place by US, Pakistan govts to process CSF transactions

WASHINGTON: Pakistan People’s Party (PPP) Co-chairman Asif Zardari’s accusation in a Sunday Times interview that President Pervez Musharraf diverted United States funds meant to aid the war on terror into some slush fund to aid rogue members of the military intelligence, has been greeted with disbelief on Monday by those who know how the system actually works.
The total security and economic-related funds received from the US since 2001 total $11.25 billion. The security-related funds amount to $8.13 billion, out of which $5.93 billion represents Coalition Support Funds (CSF), which is the reimbursement for actual expenditure incurred by Pakistan in support of the war against terrorism.
Every dollar paid out is carefully scrutinised and accounted for, leaving no room for any money being siphoned off, as has been alleged.
Zardari’s unsubstantiated allegation comes at a time of deepening political crisis. This can only damage the country’s image and lend strength to lobbies that have been propagating that Pakistan has not kept its end of the bargain and that the money that has gone to Islamabad from Washington has been put to questionable uses, apart from having failed to benefit the people.
The CSF is made up of claims made by the Government of Pakistan on the basis of military and security operations undertaken by the defence services in connection with the war on terror on the one hand, and reimbursement for logistical facilities afforded to the NATO Coalition forces in Afghanistan.
Multi-tiered system: An intricate, 10-step multi-tiered system has been put in place by the two governments to process the transactions. The reimbursement claim entered under CSF is gone over by a special unit based in the US embassy in Islamabad known as Office of the Defence Representative in Pakistan (ODRP), currently headed by an admiral. The US ambassador validates the claim, which is then sent to CENTCOM headquarters in Florida, which passes it on after satisfying itself that all is in order.
Congressional and Pentagon approvals have to be obtained before the money is released, not to the Pakistan Army but the Government of Pakistan or the national exchequer.
