thats the way it should be
i dont condemn all military action within pakistan to combat militancy but its better to keep as much action outside of pakistan as possible.
the pakistani task is to seal the border and to prevent international terrorists from setting up permanent camps within its borders. so its unwise to undergo a long term low level war with your own soldiers (albeit unofficial soldiers)
the government and military establishment in pakistan are educated and learned to world class standards and they should be afterall they are running a country on the world stage. like they pulled off secretly building their nuclear weapons program they need to implement a strategy as precise to prevent internal warfare. especially a warfare which could totally decimate the whole country or one which leaves its bitter taste in form of ethnic hatred for years to come.
the united states has a flawed afghanistan policy and pakistan is running into the same trap
