So i hear it is not allowed.

My question is:

is this rule applied across the board and consistently to all multis? or the moderators decide it themselves which multi they are going to let stay and which to ban?

And are IP/cookie matches a requisite for banning a multi? Or if you just feel like someone is a multi, you still go ahead and ban it?

IP/Cookie match is just a tool, not an absolute proof. We had situations where two people from same household were login in and we had to ban one and his multis, without touching the other person and the other person’s multi. We have other tricks up our sleeves too, that we learnt over the period of time. Mods are mods because they are expected to use their brains, and they do, otherwise all we need is bunch of software codes to chase members and issue points and bans.
