is this rule applied across the board and consistently to all multis? or the moderators decide it themselves which multi they are going to let stay and which to ban?
And are IP/cookie matches a requisite for banning a multi? Or if you just feel like someone is a multi, you still go ahead and ban it?

IP/Cookie match is just a tool, not an absolute proof. We had situations where two people from same household were login in and we had to ban one and his multis, without touching the other person and the other person's multi. We have other tricks up our sleeves too, that we learnt over the period of time. Mods are mods because they are expected to use their brains, and they do, otherwise all we need is bunch of software codes to chase members and issue points and bans.

Like, if there are 3 banned users, each posting with a multi. Will you ban all three? or be selective?
Technically, it is not difficult to figure out at all who the multis are or where the traffic is coming from. It is also not difficult at all to hide your location and identity but where is the fun in that? Most will not go through the trouble of using proxies and what not.
All nicks of the banned user get banned if the user is decided to remain permanently banned. That is my experience.
Hmm....I wonder if Eliminator got the idea of "Hottie" as the title for his multi from Bombshell's thread. As soon as he started posting as Hottie, a few people thought it BB's multi. But I have good rapport with BB outside of GS, so it was pretty easy to tell it was Eliminator.
^i don't see how my response didn't answer your question. All of their IDs will get banned eventually. Again, it depends how badly they pissed off the mods here. The mods may be testing a person knowing well that this is a banned user. They might wait until the banned user says something ridiculous again and the mods go, "that's it!"
Theorist answered it already. We know how to ban multis, and that is the policy too, but if we ignore sometimes, then its on purpose. I am big supporter of giving people another chance. I love to give almost everyone another chance, and some honor that and when come through multi, they behave, and we look the other way. Some people come back and wohi kuttay kee dum terhi kee terhi. Then we go full policy on them and started banning all their multis,.
