is there any public holiday in Pakistan during this month? … and is it true that it’s a national holiday in India?

There are two public holidays on 9th and 10th Moharram in Pakistan. Dont know about India :)
May be some indian member be able to tell us.
Muharram is definitely not a "national holiday" in India. However, it could be a holiday in some regions or institutions. For example, it used to be a holiday in my school (In Delhi) :)
The national holidays in India are only these:
1. Republic Day (Jan. 26),
2. Independence Day (Aug. 15),
3. Mahatma Gandhi's birthday (Oct. 02).
If I left out any other national holiday, I hope some other Indian member will correct me. :)
