Nehru never agreed to Punjab Suba as he saw that demand as religious, Indira divided Punjab into three states for political purpose, it gave two states to congress and then only Akalis in Punjab. Nehru’s politics was based on principles Indira’s principles were based on Politics.
It is entirely wrong to attribute Indira’s rise to Nehru, he had no role in it
