Perceptions change only through education and good example. The majority of an entity always promotes its perception. India always has beeb hinud majority and any perception about it has that ingrained about it.
Take an example from East Pakistan now Bangladesh. When Pakistani talk about them they hardly refer to East Pakistani for them even before Bangaldesh became independent, its always Bengali.
If I ask you show me Shia countries in the muslim block, the first guess you will make is Iran and then Iraq because thats what the majority forms there and thats how they are perceived.
Nowadays, if you say Pakistani, the first thing foreigners perceive is from a terrorism promoting country because thats what the perception has been built up to be. Similarly when Pakistan was being created it was derived from the perception of the muslims in the sub-continent to have a separate muslim homeland. Or one where they do not have to struggle with Hindu hegemony. I have never met anyone from that generation who told me they were thinking about a theocratic Pakistan.
