Most of us would like to see Punjab divided into smaller provinces for administrative reasons. As of now, the population of Punjab as a proportion of total population is reflected in NA seats. However, all the province gets equal representation in senate (which has to pass all laws made by national assembly).
And by hostage, it means controlling the city by force. Altaf bhai’s comments (the most fav one of his being “I am facing difficulty keeping my “workers” in control, otherwise we would see bloodshed in city”), reflect that.
