A country can only crackdown and effectively stop things that can be explicitly pointed out (on surface), without discrimination and exception. What cannot be explicitly pointed out (is underground); no country can effectively stop that. Another thing is that, when purpose is to stop something in a country, government has to go to source, and end-users come later.
Thus, deweaponization cannot even start in Pakistan before strong crackdown on illegal production, illegal smuggling, illegal selling and illegal displaying of weapons throughout Pakistan, without discrimination and bias, irrespectively. Once production, smuggling, selling and displaying of illegal weapons would stop, illegal holding of weapons would get reduced and eventually stop itself. Actually, if Pakistan wants deweaponization, then Pakistan has to crackdown on even displaying of licence weapon in public, and have to make illegal all licence on certain types of weapons (should only allow licence on certain types of low threat weapons).
So, when deweaponisation in Pakistan is desired, first crackdown has to come where illegal weapons are manufactured and smuggled, that is FATA area and borders between Pakistan and Afghanistan (these places are source of illegal weapons in Pakistan). Once that would stop, supply line of illegal weapons would stop.
Simultaneous step would be crackdown on selling and displaying of illegal weapons. Both are happening throughout Pakistan, especially in rural areas though urban areas are also not immune to that. One can see displaying of illegal weapons amongst workers of all Pakistani political parties, so they would get affected most.
As for holding illegal weapons that are kept underground, it would need house to house search. In a country that has 25 to 30 million households, such search would be almost impossible (actually, such is impossible even in countries that are rich and have huge resources; or countries that are working on war-footings to curb such holdings, like Israel and India). But then, once production, smuggling, selling and displaying would stop, holding of illegal weapons would stop itself.
