Well, law and order problem in Karachi can be sorted out only in one way, that is, police should be local and has interest in implementing law and order.
At present, Karachi has around 92 police stations and out of that I believe only 3 are headed by someone from those permanently settled in Karachi (I think, Shehla Raza also claimed that in one of TV program). Most of the rest are from Punjab, though there are substantial number from KPK and some from interior Sindh too. Most of them have their extended family outside Karachi and when retire leave Karachi.
Even if one look at police force, more than 90 percent are from Punjab and KPK and rest are mostly from interior Sindh (handful from those who permanently settled in Karachi). This situation one could not find anywhere in the world, neither anywhere in Pakistan.
So, it is obvious that police is not interested in good law and order situation of Karachi. Only interest of Karachi police is extorting money and persecuting local population if they get any chance.
It seems, Karachi permanent residents are occupied population, ruled by Masters from outside Karachi. So, how can you expect a better law and order situation in Karachi?
Just like anywhere in Pakistan, Karachi should have local police, manned by people whose extended family live in Karachi and they would retire in Karachi too, so that law and order situation in Karachi affect personals of these police force directly, and then you will see that law and order situation in Karachi would improve substantially, for all.
I am not sure about the composition of Karachi police. If the percentage of police men from the locals is lower, it should be increased but most important is depoliticisation of the security apparatus which is powerful enough totals action against subversive elements. This thread is an example how political players of Karachi interfere in the security of the city.
