How difficult is it? What is the job market over there? How can a USA expat make a decent living there?

If you're gonna live in london finding a decent job shouldn't be a problem as long as you've the education/experience in the relevant field. If you're planning on living outside london, you'll most likely hit problems.

What sort of problems? I have a degree in IT and couple of certifications. Hows the IT scene in London?

It's hard to find a job outside of london. Why go through those types of problems if you could just go to london and find a job quicker.
Everyone has IT certificates in the UK, and there is competition for computing jobs but that could be said about anywhere but none to less, there are alot of jobs. It just comes down to if you fit the position and where your IT experience/education is mostly in.

I have recruited heavily in the IT market in the UK and let me tell you, the competition is there but the talent is specific areas is always appreciated.
Are you going to have any visa requirements? If not, then even better, because companies are more receptive to those who dont need work visa. It costs them heavily to apply for visa's for employees.
Permanent work may have limitations but its a very well paid contractual market. Not just london , but even outside London, if you are in the IT contracts , and , strike good working relationships with the likes of Hays, computer people , Micheal Page and few not so expensive IT recruitment companies, you will hardly ever be out of contracts.
The challenge is only the first few contracts. Then there is no stopping you. People make between £40K to 50K quite easily in contraccts .. Average salary in permanent roles outside london is about £25K .

I think, it is not difficult to move from UK to USA. Just you need the documents and guaranty of the agent to job.
