Sharrifs are here to stay, there are not going anywhere in a hurry. A jungla here, a naan there, some regular doses of munafiqat and next terms secured. You have to remember they were in government before the last elections, and they will be in government again.
Never underestimate the power of state machinery when it comes to elections in Pakistan.

Providing easier loans for potential small businesses is always a good idea. The problems is that the government should not be doing it directly or through banks. And where in the world loan amounts are determined by the applicant's educational qualification?
It would make much more sense for the government to invest in existing micro-finance institutions like Kashf, advising them to lower their lending rates. The government might be able to make some money out of it as well.
