I am not sure what Naya Pakistan is supposed to be, because they seem just like the PML (N) and PPP. More so IK chose these people. They are in his provincial government.

A) He's not appointed. His brother asked him to cover for him while he's away. Clearly wrong.
B) The most important and the most positive news from the article is that department was quick to notice and react. The complaints have been registered and forwarded to all the way to CM. This is the real deal! People know their rights and responsibilities. Encouraging to see such level of accountability, scrutiny and self reflection on PTI. Contrary to what their haters believe, PTI is not made of people directly descended from seventh heaven, but because the party has such strong ethos, heightened sense of awareness, rules and responsibilities, doing things what is the norm in other corrupt parties will not be a walk in the park. That's the difference between PTI and other rotten parties that people don't even bother condemning because they think there's no point, lol.

Asking your brother to take over government projects when you have staff - senior staff - who have done the job before the "appointed" individual is nepotism. Its good to see Govt officials not buying into the propaganda of Naya Pakistan and taking the PTI to task.
