Well for starters your first part of the statement re: How taxes should be collected and the second art about not having a clue are mutually exclusive. :p
I will research this, as I have thought about it for some time. I am wondering whether infra investment via taxation can be driven at the lcoal level (state) and the state being responsible for send the federal cut. Hmmmm....will have to do this over some beers.
