Total disarmament of the city is the only solution. Completely disarm the MQM and the ANP workers and then impose curfews in residential areas, and beef up security in the commercial ones (no pillion riding either). Shoot to kill if an armed suspect is found.

Unfortunately Karachi is not an isolated city so simply disarming MQM is not going to do it, arms suppliers all around Pakistan will not sit idle. Once “cleanup” is performed arms will again be dumped from all over the country. Pakistan has long way to go to curb this issue, first thing is we need to decide whether we want to enforce law or not.
