Oh well! I chuckled after reading this news. If you divide the world in two parts, one being pro-America, and the other being anti-America; I think both parts of the world have reasons to deride IAEA and Dr ElBaradei.

Pro-Americans think he covers up for nefarious nuclear proliferators, is ineffective, weak and stupid.
Anti-Americans think he is ineffective, weak and stupid. Europeans think he stands up for US, period; and muslims think he is traitor.

In any case, he is the first muslim to win the Nobel Peace Prize.

I think Nobel peace prize has been a joke since Mandela. A few years back Kofi Anan got the peace prize. Since WWII, this has been the most warring times for the world and here is Kofi Anan the head on UN sitting on his butt getting a Nobel Prize for doing nothing.

Article VI of the treaty spells out the obligations upon nuclear states to work towards complete ‘nuclear disarmament,’ however we have not seen the IAEA and its director Mr. El Baradei putting pressure on the US, UK or France to adhere to the obligations it has signed up to.
