This sheir is building the script for the part of the rest of the ghazal. If
you replace "be'wafaai" with bhoolney, than it may help you understand
the sheir. Lets put it that way:
magar bhoolney ki aadateiN na tujhey mileiN na mujhey mileiN
Now, you must have heard this sheir:
Yaad-e-maazi azaab hey ya Rub
cheen ley mujh sey haafiza mera
Here the ability to keep everything intact in mind or inability to forget,
creating problems because one wants to forget everything to go ahead
with life. In default of "be'wafaai ki aadateiN," the sheir says because
both were sincere, they found it difficult to adjust to new realites, forget
what happened in past and still cannot go along with life. Agar be'wafaai
ki aadateiN hoti to baaqi ghazal ka wajood hi na hota kiuNke phir kisi
fareeq ko shikaet na hoti kiuNke donoN hi apni apni zindagiyoN meiN
naey logoN ke saath mutmain ho jaatey. I hope it explains.

MannateiN is also a form of request just like duwa. In duwa, we just
reqest for something and that's all. Whereas in a mannat, we offer to
do something specific to please the God if our reqest is granted. But
its very close to duwa. Mannat haajat-rawaai ke leeye ki jaati hey aur
idhar bhi kuch yehi maamla hey ke na to duwaaoN ney kaam kia aur
na mannatoN ney. I hope it explains.

There are a couple of nights given to Muslims by Islam that are very
very blessed and those nights stand out of the rest of the year. But
that's not all. If you want more close relations to your God and you
have more hunger for ibaadat, than you stand in nights in front of your
God. I assume you know about Tahajjud. So this sheir is telling that
rat'jagey to please the God were also performed. And "bashaarateiN" is
a hint or, rather a sort of a confirmation that is dropped to you by the
Almighty about your reqested being responded by Him. I hope it explains.

As it appears that you couldn't understand most part of the ghazal.
In that case, Masoom Muskaan's point is very valid. Anyhow
I am thankful for your time and questions:~)
At the end, I think we should know that poetry is not a means to report
hard news. Poetry is highly abstract in nature. Like an abstract painting,
the more you try to interpret it logically, the more illogical it will appear.
"SamandaroN sey ijaazatoN"waali baat bhi yahaaN khud-ba-khud
explain ho jaati hey ke samandaroN sey ijaazat ki bhala kya zaroorat,
but again, poetry is highly abstract in nature. Hope it explains.
PS: In case if you are still not satisfied with the ghazal, I
would request you to have a close look at what others said about
this ghazal. And if even than you feel uneasey with it, than it must be
my shortcoming as a writer to pen something that does not make sense.
