I remember there was a time when the moderators had open access to blogs, even if they’re on ignore lists. Is that true? What if I do not want a set of mods seeing my blogs for personal reasons? Can I somehow block them? Thanks.

No you can not.
mods can not be on an ignore list, but if your blog is private, then only your friends and admins can see that blog. Admins are Azkar, X2, Muzna, Ehsan, TLK and Huma

Why can't we put them on an ignore list? Why should we have to hide our blogs from other people just because of a few gossip queens?
