Pakistan has strong anti-incitement laws. The sad thing is, it took three days for this to materialize…time enough for intervention and to punish those who were busy stirring up passions. i’d dare say that a handful of officers could have diffused the situation.

Should have shut down the mosque in the area and prevented anyone from gathering anywhere near the place. Police/security should have outnumbered the potential mob from day one. Just typical. Pakistan desperately needs discipline and a stronger sense of responsibility.
