What are they? who are they?
They are the guardian of quran, if I remember correctly. Each word of quran has it so own moakkal. I don't know if they are angels or jinns. They contain great power. That is why when you do wazeefa of let's say saura-e_waqia and do dua, the moakkals of that sura request Allah swt to give barakah in your rizq.

hhmmm... but sometimes we don't get what we are are doing that wazeefa for then where do those mokals go? Some aalims use them to make their things done, is that right? do they have control over moakals too just like they have on jinns?

Never heard of Moakals, however I have read the quranic verse:
Verily, We Ourselves have sent down this Exhortation, and most surely We will be its Guardian, (Al-Hijr, 15:10)

The moakkals are the Jinn. These so called aamils/pir use these moakkals to communicate with other jinns like the qareen that are assigned to each human being. This is how they supposedly get knowledge of your past.
The Prophet said: “Every one of you has been assigned a companion from the Jinn. The companions asked: Even you O’ Messenger of God? And the Prophet replied: Even me, except that God has helped me against him and he has become a Muslim. Now he only tells me to do good” (Saheeh Muslim).
I believe that communication with any jinn whether to know about someone's past or perform any black magic is forbidden and classifies as shirk. Remember, these amils do not or cannot control the jinn, its the other way around.

^ hmmm .... ok but is it that easy to control them like some fortune tellers just give you details about your future within seconds?
If moakkals are jinns too then why they are called moakkals, there must be some difference?
And how come those jinns assigned to us knows everything about that person as we don't communicate with them, then how they get to know?
How come we will know that our jinn is muslim or of some other religion? If we are muslim then shouldn't our jinn be muslim too?
Don't we have angels assigned to us too ?

dont know much but this is what i heard from an aalim
moakalls are ALLAH's makhlooq which lies in between angels and hamzaad in terms of power of "can-do-stuff"
in order of strength/ power
insan < jinn < hamzaad < moakkal < malaaek
out of all these, jinn and malaaek are confirmed by Quran, others are not
as TLK said, every Surah of Quraan-e-kareem has its Moakkals, some has few some have more, what do they do i dont know.
edit: just want to add, none of them have powers beyond what ALLAH SWT gave them, they cannot do anything without Him letting them do or ordering them to do. They by no means share their power with Allah SWT, no one does.

well moakkals is the term used by peers and aamils to do bad things like black magic etc
They believe that everyone has a moakkal according to his spirtual power n strength .
So when a guy dies , they do their amals on his grave at night etc to get this guy's moakkal n when they get after doing chillaas etc, they can get whtever they want like doing magix etc.
Plz note this all isnt true , its just according to their beliefs
Actualy as a Hadeeth tells us that every human being has his shetaan with him as he is born (or as it is in Hadeeth)
So these ppl worship that shetaan ( although he has been died with the guy ) , so the other shetaan listens to them n they r partners in their "Khurafaat"

Moakkal is an arabic word which means "client". Means a client of yours or someone's you know. Let me explain it with an example:
"I won't gonna marry my children" (not intentionally just saying without any means)
So by any chance, if the children won't get marry later on then we say 'he/she have a black tongue or said something in negative and because of that children still didn't get married.
Like in Pakistan we say "Yaar us ki zubaan buhat kaali (black) hy.
Coming to the point "here basically a client of someone do on behalf of him/her. Like the black magician, they don't do it by themselves but actual harm is caused by their clients i.e, the jinn or whatever they have in their possession.
I think "moakkal" is drived from here.

Jinn is jinn not a Moakkal but it is labled as Moakkal (client) of someone :)
